sweatshirt option
My first suggestion is the Gildan 18000 option. It's a good, durable, basic sweatshirt. It's available in a crewneck, a hoodie and a full zip hoodie. I spent a considerable amount of time looking for an alternative that offers a nice feel, a decent color and the same style options (crew, hood, zip) AND one that's offered in sizes beyond 2XL. There are a number of brands that are only made up to 2XL.

This document is called the Sweatshirt Navigator. It's a handy tool for glimpsing all the offerings. I've looked at them all and for one reason or another, eliminated all but the two I'm suggesting. But it's a nice reference tool so I'm sending it along.

here's what I picked:
First is the Gildan series. This is not fancy, but it's a very solid and affordable choice. The Hoodie and Crew are available in the Charcoal color you selected. Sadly, the full zip does NOT come in Charcoal. It does, however, come in a couple of greys.
Next is the District 8100 series. This is a new piece. There is NO charcoal, but there IS a nice grey.
tote bags
If the bags are still on the table and a budget-conscious solution is the goal, then I'd turn you toward a few internet sources. These companies are setup exclusively for pad printing on these inexpensive products. A google search "printed tote bag" will bring up lots of options. Here's one:

Even the least expensive tote will add several dollars (per person) to the project. We're happy to package each order and label by person. That will eliminate the issue of advertising folks' sizes, as each package will simply bear their name and they will be able to trade-up sizes from there.\
Embroidered totes consume machine time and as such, often the logo is more costly than the actual bag. Multi-color printing is the same...adds cost.
